Temporary Advancement
Scope

Temporary Advancement (TA) is an arrangement whereby an individual assumes the full range of duties for a higher grade or payband for a limited period normally to cover a vacant post.

It is distinct from substitution, which may be used to cover periods when a postholder is absent from duty, e.g. annual leave or sick absence (further advice on the payment substitution is available from Pay and Employee Relations Group). TA may follow a period of 3 months substitution or may be used from the outset where a post is vacant.

It is a key principle of the filling vacancies policy that posts should be filled substantively where possible. However, TA and the use of other temporary appointments: casual or fixed term appointments or temporary agency workers, may be appropriate in some circumstances.

To enable the management of staff reductions and the redeployment of surplus staff during the restructuring of Headquarters functions across the Home Office (including the Prison Service) the Home Office Departmental Reform procedures on temporary promotion must be considered. Wherever it is practicable to do so Governors should also apply the principles of the procedures when considering temporary promotion for administrative posts.

Temporary Advancements should be reviewed on a regular basis to ensure the justification remains valid.

TA may be awarded to anyone with an avenue of promotion or progression to the grade or payband in question. Where an intervening grade does not exist in the location concerned TA may be awarded to someone in the next grade below.

TA may apply to any post up to and including PS Senior Manager and equivalent.

Key Principles and Responsibilities

Governing Governors, Heads of Groups and above have devolved authority to approve TA in line with their authority to fill posts under the Vacancy Advertising Scheme (VAS). The grades covered by VAS can be accessed by clicking here.

All TA at operational Senior Manager level must be approved by the Director of Operations or Deputy Director General.

Decisions on TA must be taken in an open and objectively defensible manner, and must be based on an assessment of suitability for the post in question. The process for determining this should be decided locally - for further advice, click here.

Those receiving TA must be notified of the temporary changes to their terms and conditions of employment and salary details.

An appointment on TA will be subject to any necessary security clearance and checks: Racist Groups, Protection of Children, National Security as appropriate.

An appropriate record of the reason for the TA, process adopted and its duration must be kept and retained for 12 months after the TA has finished.

Monitoring

When a vacancy is filled by Temporary Advancement the necessary monitoring information is captured on the PERSONNEL system. There is not a monitoring form for Temporary Advancement.
