Some sections of this website reflect existing policy but others will introduce new policy and procedures that will become effective from 5 July 2004.

This website contains all you need to know about options and procedures for filling vacancies and will replace existing policy and guidance in PSO 8110 and other supporting PSIs.
It is being made available now for familiarisation purposes ahead of a number of new policies becoming effective from 5 July 2004. In particular, the rules under which we advertise posts will change significantly with the introduction of the Vacancy Advertising Scheme (VAS).
The aim of the website and related policy is to support the HQ Review by introducing new, simplified, less prescriptive arrangements for the filling of vacancies. There is greater discretion and flexibility for filling vacancies to underpin the professionalising personnel agenda providing more empowerment in the line. The new arrangements have been subject to wide consultation with stakeholders.
The emphasis has shifted from central prescription to more discretion and autonomy for Governing Governors, Area Managers and Heads of Group. However, common minimum standards for filling vacancies across the Service, applying principles of fairness, selection on merit and equality of opportunity, still apply.
Using this website
This site must be used when filling a vacancy. There are sections covering the use of temporary agency workers and sessional (fee paid) workers. There is also a direct link to the Recruitment Website which provides information on external recruitment of both permanent and temporary staff.
The site consists of:
- An executive summary setting out key principles and mandatory policy on filling vacancies
- A range of options for filling vacancies, each detailing the core procedures needed to comply with the principles
- A toolkit of support material providing hyperlink access to advice, good practice, flowcharts, forms, templates and links to other PSOs and Instructions.
This site is owned and managed by the Filling Vacancies Policy Team in Personnel Management Group. The team welcomes any views, comments or suggestions on content and usability.
