Secondments
Staff movement for an agreed time period between the Civil Service and an organisation not covered by the Principal Civil Service Pension Scheme (PCSPS)

Security Clearance and Checks
A collective term covering standard and enhanced checks including, where appropriate, a criminal convictions check, racist groups declaration, freemasons declaration, criminal records bureau (protection of children) check, national security and qualifications check. Pre-appointment checks apply to all directly employed staff and not directly employed workers. Further information is available from the Security Vetting Website

Senior Civil Service
Posts graded above Civil Service unified Grade 6 and Prison Service grade of Senior Manager A

Seniority date
Date from which seniority to a particular grade applies, usually the date a Panel Report is signed off

Sessional Worker
A person not employed under a contract of employment who is paid for undertaking work or providing a service on the basis of an agreed range of hours to be worked within a specified period or an ad hoc arrangement to meet varying need

Short-term appointments
Those employed on a fixed term or casual basis

Sifting
Means by which a board or assessment centre may consider applications against eligibility and competence, in order to judge which applicants should be called to interview or assessment

Soft Promotion
This describes agreed procedures which allow staff to be promoted into a grade without the need to go through the full Vacancy Advertising Scheme arrangements

Specialist
A post for which specific qualifications or skills are required without which any applicant would be ineligible

Substantive grade
The permanent grade in which an individual member of staff is employed

Surplus Staff
Staff become surplus where the number of staff in a substantive grade exceeds the number required to deliver work appropriate to that grade in a specific establishment or HQ group

Temporary Advancement (TA)
An arrangement whereby an individual assumes the full range of duties for a higher grade or payband for a limited period normally to cover a vacant post

Temporary Agency Workers
Temporary agency workers are not employees of the Prison Service, neither are they sessional workers. They are supplied by an 'agent' to do work for the Prison Service under a contract between the agent and the Prison Service following standard procurement arrangements

Vacancy Advertising Scheme (VAS)
VAS is used to advertise posts on level transfer, progression and promotion
