Chaplain Payband 1 (Full-time) - recruitment not devolved but delegated arrangements available for level transfer through the Vacancy Advertising Scheme VAS
- Governors should inform Chaplaincy HQ of any projected or forthcoming vacancy.
- Chaplaincy HQ will consult with Governors over any potential transfer under managed appointment arrangements or agree that recruitment action or advertising for level transfer should be initiated.
- The Headquarters Personnel Team (HQPT) must then be contacted on 020 7217 6309 to arrange inclusion of the vacancy in the next (or current) external recruitment campaign, arrange consideration of potential candidates from an existing waiting list (see note 1) or alternatively, advertise for level transfer
- HQPT will arrange and manage the recruitment board (see note 2) and carry out any required pre-appointment enquiries and checks.
- HQPT will post successful candidates or those held on a waiting list (recruitment) or reserve list (internal transfer) by agreement with Chaplaincy HQ (and in consultation with Governors)
- HQPT will send a note of the successful candidate’s details and start date to the Chaplaincy HQ.
- Governors may manage the selection process for level transfer (if opted for) on a delegated basis (see below).

Chaplain Payband 1 (Part-time) and Payband 2 (Full time & Part time) - not devolved but delegated arrangements available
- Governors should inform Chaplaincy HQ and relevant Faith Adviser of any projected or forthcoming vacancy.
- Chaplaincy HQ will consult with Governors over any potential transfer under managed appointment arrangements, agree that recruitment action should be initiated or advertise for level transfer - for these posts, whether by recruitment or level transfer, delegated arrangements are available by agreement (see below)
- HQPT must then be contacted to arrange for the vacancy to be advertised by external recruitment or level transfer. For part-time PB1 posts this may involve the inclusion of the vacancy in the next (or a current) external recruitment campaign administered by the HQPT as above, should no suitable candidates be identified from an existing waiting list (see notes 1 and 2).
- Successful candidates will then be appointed, subject to successful completion of pre-appointment enquiries and checks where necessary. All chaplains require national security vetting to CTC level. Note 1: any suitable candidates on an existing PB1 recruitment waiting list would normally be considered before inclusion of the vacancy in a new recruitment advertising campaign or advertising for level transfer.
Note 2: external recruitment of PB1 is through a centrally managed extended interview process - the aim is to conduct at least three such competitions per year - part-time PB1 may be through the above or by a specific recruitment campaign but should include the extended interview process.

Delegated (external) recruitment boards and (internal) selection panels
- To be agreed between HQPT and the Governor
- HQPT must retain as a minimum:
- agreement and publication of the advertisement
- approval of the certified (external) recruitment board report/(internal) selection panel report
- A note of the successful candidate's details and start date to be sent to both the Chaplaincy HQ and the relevant faith adviser.
