Soft Promotion to Administrative Officer
As well as advertising AO vacancies through VAS, there is an option of soft promotion to Administrative Officer that may be used.

Eligibility

Applicable to those with an avenue of promotion to AO

    and

  • Staff must have satisfactorily completed probation


  •   or

  • Staff on casual and fixed term appointments must have been recruited through fair and open competition and have completed a minimum six months service during which time their performance, attendance and conduct have been considered satisfactory.
Process

Consideration of staff may be limited to:
  • a particular establishment or HQ Group


  • a local or geographical area


  • a cluster
The opportunity must be advertised to those who may be eligible within the defined group, area or cluster.

Eligible applicants must be given the opportunity to record their interest with input from their line manager as to suitability and competence for the AO grade. They must also be given the opportunity to say whether they qualify, and wish to be considered, under the GIS:

  • Where advertising is restricted to those in a particular establishment or HQ Group and only small number of staff are involved, this could be accomplished by asking those who are eligible to simply submit a memo through their line manager.


  • Alternatively when advertising more widely, VAS Form 1 could be used without the requirement to complete the Manager's Manager's assessment or subsequent Job Holder's comments section.


  • Arrangements must be made to ensure that monitoring data is collected in order to be able to complete the monitoring return
It is for those managers filling the vacancy to make recommendations for promotion on the basis of the written submission or additionally resulting from a discussion with the applicant.
  • Where a qualifying application has been made under GIS then, unless all applicants are being promoted without interview, an interview stage must take place and normal GIS procedures followed


The recommendation is submitted to the Governing Governor, Head of Group/Area Manager or Director

All applicants must be notified of the outcome of the process

Posting and pay arrangements are followed in the normal way

A record of the process and methodology used to justify the outcome of the exercise must be kept for audit purposes for 12 months
