Surplus staff – Guidance on the process for handling surplus staff A surplus staff file must be opened to retain all documentation covering actions taken on key stages of individual surplus staff cases. A Surplus Staff Placement Summary Sheet must be attached to the front of all surplus staff files outlining the current process and the status of a case. Surplus staff files must be retained for a period of 18 months
